Balancing the mines results

According to the poll in this topic, the requested features are below
- Mines become upgradable to increase their damage
All shells have upgrade except mine
- Mines become invisible after a short delay (3 to 7 seconds)
Mines are only effective when enemy can't see them.
- Mines will disable enemy tracks temporarily (optionally for a longer time)
This is very helpful for CTF rooms. Only AFVs will plant mines nearby the flags to stop the enemy
Looking forward developers opinion.
