Unfortunately, you can't connect Elgato to your mobile device.
I'm pretty sure the capture device wouldn't discriminate between a console, PC, or tablet connected to it; it's all the same signal, but you just need the right adapters. Do you have a cord that lets you connect your device to a TV with HDMI? Then you should be able to use it. All you would need then is a PC to store and edit the footage.
This video is a little bit low quality, but proves it can be done.

Of course, it's really expensive to use a capture card for recording video from mobile devices, in the video I posted, he had to use an HDMI splitter and a bunch of other cables to make it work. You would probably be better off buying screen mirroring software for your computer and connecting your device to your PC.
You should also be able to connect it to your mobile device via an OTG-cable. However, it needs enough power to work, and I don't think a mobile device have enough of that.
That would also be pointless because the software for the capture card needs to run on a PC, and that's what the USB connection on the capture card is for.

It's been years since I used it last time. You will need to download another screen recorder from its officlal site. It is free as I recalled. Then you need to use HDMI to connect the capture device with your computer. Now I usually use a third-party tool called Joyoshare Screen Recorder for Windows and Mac. It is able to record screen in 1080p at 60fps without lag. No watermark, of course. I like it.
